Kegalle Magistrate Wasana Navaratne ordered to arrest Kegalle SSP who ordered to open fire at protesters who demanded fuel in Rambukkana and the other police officers who followed the order. The Police on 19 April opened fire at protesters, killing one and injuring dozens. The Court determined the incident was a manslaughter.
