Cabinet Minister Nimal Siripala de Silva said the power of the legislature still lies with the United National Party (UNP).
Addressing a meeting in Badulla, de Silva said the ruling party only had the power of the Executive arm of the country.
The Minister, a Senior Vice Chairman of the SLFP, said the ruling party needed a 2/3 majority in Parliament to establish its authority in the legislature.
De Silva said although they supported the 19th Amendment to the Constitution with good intentions it created chaos in the country's governance.
"It is now evident that the objectives of the independent commissions have not been achieved," he said.
