Ports. Shipping and Southern Development Minister Sagala Ratnayaka expressed optimism that a National Evaluation Policy would be passed in Parliament sppn.
"National Evaluation Policy — a reform that I advocated for many years— will be passed in Parliament soon. Such reforms shouldn't be affected by sporadic political changes. These gyrations come at the expense of policy stability choking our nation's growth," Ratnayaka said.
"KPIs are central to a results-based public service. Our government is very keen on introducing KPIs for the state sector and ensure that employees are amply rewarded for meeting their KPIs," Ratnayaka said referring to a keynote speech he delivered at the launch of Managing for Developments Results (MfDR) for the public sector. The event held at Taj Samudra Hotel on Friday.
"Another key challenge confronting programmes of this nature is to ensure that they are not affected by changes at the political governance. In Sri Lanka, we often see a sickening trend where many important initiatives carried out by one government are halted by the successive merely due to petty political reasons. These constant gyrations have come at the expense of policy stability," he said in the speech.
"This, needless to day, has choked our growth as a nation over the past 71 years. That is why it is of paramount importance to adopt necessary measures to ensure that the implementation of this programme is immune to political changes. It is quite evident that any government that comes to power will be benefitted by en efficient and results-based public service," he added.
