Practicing in a high altitude sport complex will provide a good tolerance to athletes and it has been proposed to construct such a sports complex in a location situated 1895m high above sea level for providing such facilities to local athletes as well as to earn foreign exchange by providing such facilities to athletes in neighboring countries. 

Accordingly, the proposal made by Dayasiri Jayasekara, Minister of Sports, to enter into an agreement with the selected France Company to construct the above sports complex, was approved by the Cabinet of Ministers.
