Minister Champika Ranawaka cannot be named a suspect for the accident at Rajagiriya on April 29.
Colombo Additional Magistrate Chandana Kalansuriya said that the Minister cannot be named a suspect considering all reports and evidence.
He said that the court made this decision based on the facts and the reports submitted to court, including the Government Analyst's Report and the telephone records.
Furthermore, it was observed that there was a clear discrepancy in the testimonies given by witnesses. They had first claimed the driver had driven the vehicle and five days afterwards had submitted affidavits claiming that Ranawaka was the driver, the Magistrate observed.
This discrepancy should also be investigated, he added.
Meanwhile, the Magistrate directed the police to file a charge sheet against the driver of the vehicle on August 10.
One youth was seriously injured in the accident when his bike collided with a jeep used by Ranawaka.
