SJB MP Dr. Harsha de Silva Calls For Sweeping Reforms Agenda to Combat Corruption in the Wake of IMF Governance Diagnostics Report

In a powerful call for action today, Samagi Jana Balawegaya (SJB) Member of Parliament, Dr. Harsha de Silva, delivered a comprehensive statement addressing the urgent need for reforms in the country.

Dr. Harsha de Silva underscored the critical juncture at which Sri Lanka finds itself, citing the damning verdict of the International Monetary Fund (IMF) Governance Diagnostic Assessment. According to the IMF's assessment, corruption has infiltrated every level of government, compounding issues such as revenue deficits and delays in foreign debt restructuring, ultimately impeding the nation's progress.

Highlighting the nation's frequent recourse to the IMF for assistance, Dr. de Silva emphasized that the time had come for Sri Lanka to take "bitter medicine" and instigate internal reforms. He stressed that the IMF's proposals presented a unique opportunity for Sri Lanka and urged the country to seize it as the only viable path forward.

Among the crucial reforms proposed by Dr. Harsha de Silva are the enactment of Proceeds of Crime legislation by April 2024 to combat money laundering and illicit financial activities. Additionally, amendments to the National Audit Act and the implementation of short-term anti-corruption measures were highlighted as essential steps in the fight against pervasive corruption.

To eradicate corruption in public contracts, Dr. de Silva called for the enactment of a Public Procurement Law reflecting international best practices by December 2024. This measure aims to ensure efficient use of taxpayers' money, especially in emergency procurements. Beginning in March 2024, all public procurement contracts exceeding LK 1 billion should be made publicly accessible, further enhancing transparency.

Dr. de Silva also advocated for the abolition of the Strategic Development Projects Act (#SDP) until a transparent process is established, emphasizing the need for clear guidelines to evaluate investment promotion conditions.

Tax legislation amendments to restrict ministerial authority to introduce tax changes without prior parliamentary approval were proposed to enhance fiscal accountability. Dr. de Silva referred to past incidents, such as the sugar scam, where accountability was lacking.

The MP stressed the importance of implementing short-term anti-corruption measures within revenue departments by December 2023 to bolster oversight and sanctions. He noted that incidents often occur under political influence, leading to a lack of accountability.

In his statement, Dr. de Silva called for a Cabinet policy paper by June 2024 to explore new management arrangements for the Employee Provident Fund (#EPF) to prevent conflicts of interest, which were witnessed during Domestic Debt Optimization (DDO) as it is currently managed by the Central Bank.

Dr. de Silva also advocated for revising legislation, regulations, and processes to strengthen oversight in the banking sector, particularly in state banks. He highlighted the issue of non-performing loans (NPL) by politically exposed persons (PEPs) and stressed the necessity of a "Fit and Proper" assessment.

He proposed the establishment of an online digital land registry by December 2024 to secure land rights, prevent land disputes, and attract investments. Such a registry would enhance transparency in land transactions, a crucial factor for economic growth.

Lastly, Dr. de Silva called for the expansion of resources and skills for the Judicial Services Commission to bolster justice. He also advocated for the establishment of an Independent Prosecutors Office to pursue cases of bribery and corruption free from political influence.

In conclusion, Dr. Harsha de Silva urged action for the sake of the people of Sri Lanka who are facing numerous challenges. He pledged that, under a future government, the SJB would engage with the IMF to revise certain aspects while implementing all 16 directives outlined in his statement, aiming to create a prosperous and corruption-free Sri Lanka.
