IMF Holds Talks in Colombo, Notably Without Treasury Secretary's Presence: Questions Over Funding Timing and Reform Progress

A delegation from the International Monetary Fund (IMF) convened in Colombo last week for discussions pertaining to the disbursement of the second tranche of the US$330 million Extended Fund Facility (EFF). While the outcome appears questionable, the key question remains when these funds will be released, and the absence of Treasury Secretary Mahinda Siriwardena during these crucial talks has raised eyebrows.

Peter Breur, the Senior Mission Chief for Sri Lanka, addressed the media during a news conference, emphasizing that the timing for the release of the next tranche is not bound by a strict schedule. Breur underscored that further efforts are necessary to maintain the momentum of reforms and steer the nation's economy toward a sustained recovery and lasting growth.

However, the notable absence of Treasury Secretary Mahinda Siriwardena during the discussions did not go unnoticed. Several crucial questions were posed during the IMF delegation's visit, and responses were eagerly awaited. Privately, one delegation member expressed their disappointment, noting that the visit had been scheduled well in advance, and the Secretary's absence in the midst of critical discussions was unexpected.

It was later revealed that Treasury Secretary Mahinda Siriwardena was in China at the time of the IMF talks, which further fueled speculation and concerns about the coordination and communication surrounding these important negotiations.
