State Minister of Higher Education Suren Raghavan has proposed a bond-signing system for new students entering local universities. The Minister of State said he would get the students to sign a bond stating that they would not damage the university property and they would not cause riots within the university premises.

He also stated that this is a social agreement and that legal action will be taken against the students who break the contract and their studentship will be revoked.
