Janatha Vimukthi Peramuṇa(JVP), a popular communist and Marxist–Leninist party in Sri Lanka today proposed the government to charge a bond fee from students who receive higher education in Sri Lanka,though leave the country without engaging in local employment.
The proposal was tabled by JVP MP Bimal Ratnayake.
He noted that, if gradates leave the country at the completion of their studies a fee should be charged for education.
In response Lakshman Kiriella, Minister of University Education noted that the proposal will be considered once it’s been tabled before parliament.
MP Ranayake said many countries have made it mandatory for students who study in universities to sign an agreement stating they will pay a bond when enrolling.
The MP noted that if students leave the country following the conclusion of their studies and do not engage in any employment in the country for at least 5-10 years the bond should be repaid.
Minister Kiriella then inquired if the MP was proposing that students who receive free education be charged this fee.
MP Rathnayake in response said a bond should be signed if a student receives education locally and leave for overseas for employment then charge them this bond.
As a result, Minister Kiriella requested MP Ratnayake to table a proposal adding the government will pledge their support.
